Roosevelt Pershing Smith, or "Roosie" for short, is the captain of the Goat Alley Fire Department, mostly because he's the only one with a fire cap. Roosie is the younger brother of Richard, who has to help him get dressed when the fire alarm in their barn rings. According to a title card, there are only two things in the world Roosie is afraid of; one is soap, and the other is water.
Roosie greatly resembles Jackie, Adelbert Wallingford, and Mickey's cousin, Percy. They were all played by Jackie Condon.
