Percy (Smith) is the neighbor of heiress Jean Darling (not to be confused with Jean Darling, the younger sister of Joe Cobb). Jean's father shows Percy and Percy's father how the Darling house is wired for all sorts of tricks, so when Jean invites the Rascals into their house, Percy leads them on a tour to set off the booby-traps set by Jean's father for an April Fool's Party. They get even with Percy by beating him up.
Percy is not to be confused with Cousin Percy, Percy the messenger boy or Percy with the toy fire engine. He greatly resembles the character of Jay R. Smith; the same actor played both roles.
