Officer Mulligan is a police sergeant in the Greenpoint Police Department. He appears several times in the exploits and adventures of the Rascals, either escorting Mary's nanny to the hospital in Mary, Queen Of Tots or noticing Farina pulling Harry Spear to Old Greenpoint Cemetery in Spook-Spoofing. Mulligan is close friends with Fire Chief Cummings and invests in him the money to keep his taxi service going.
Officer Mulligan was played by Charles A. Bachman.
