Mr. Barker is the sponsor for KHJ Radio Station. When he requests a new sound for the station, his station manager, Mr. Morton, puts together a kiddie talent show which attracts The International Silver String Submarine Band, the sound of which impresses Barker into hiring them.
Mr. Barker was played by actor Frank H. LaRue.
